The national driver's license network is an excellent way to secure our country. However, this system is already being misused by many States, i.e., Illinois. The state of IL has no statue of limitations on even minor said fines even when such fines are bogus. I received a notice to revoke my driver's license for an overdue reinstatement fee that occurred when I was 19 years old. I am almost 50 now and has always had a driver's license and there was never a mention of this fine in over 30 years. In order for the national driver's license network to be civil, there must be a statute of limitations placed on all States for pre-existing fines and fees.
