In a true democracy it is critical for every vote to count and imperative to give every American an opportunity to voice their preference for President. The current rule in State Electoral Colleges awards all state electoral votes to the plurality winner which ignores majority voters who voted for another candidate for President. We propose that in states in which there is no majority winner in a Presidential election (i.e., no candidate received over 50% of the vote), the state's electoral votes go to the winner of the national popular vote. This ensures that Americans in key states who vote for third party candidates are not adversely penalized and it means every vote truly counts.
