state the U.S. gov view on the signature of a cooperation agreement celebrated by the Government of Venezuela and the MS

We want to know from the USA government its view and thoughts on the ongoing movement of the Foro de Sao Paulo organization that already took the power in 16 LatinAmerican countries.
Last week the government of Venezuela signed a cooperation agreement with the Landless Movement (MST) in Brazil. Representing Venezuela is the head of Ministério das Comunas Elias Jaua,that is the interface of the Maduro government with the Paramilitar organization Coletivos Motorizados. The purpose of the agreement is the training of the MST members on comunity social organization, and development of territorial socialism. Our concern is the transformation of the MST in Brazil, in something like the violent armed Coletivos in Venezuela.
