President Obama should ask Congress for federal legislation requiring that the states use independent redistricting commissions to redraw Congressonal districts. The current practice used in most states of allowing partisan state legislators to redraw U.S. House districts encourages gerrymandering, the drawing of district borders to favor one party over another, and helps to create "safe seats" for certain legislators.
By requiring each state to appoint independent commisions to redraw district lines, more House election races would be more competitive, making legislators more accountable to all of their constituents, not just those voting in his or her own party's primary election, and assure that all voters' voices are heard.
