Will the Executive attempt to interfere with the right of any State under Art. I Sec. 10 Cl. 3 of the U.S. Constitution to engage in war for the purpose of capturing and suppressing rebels operating under the color of federal authority in violation of the same constitution, as such operations constitute an invasion inflicting immediate injury upon the People within any State?
