Due to Congress' increased ability to get nothing done in the interest of the American People and their steadily increasing time away from Washington DC, We the People of the United States want a Constitutional Amendment declaring that payment of all Congressional pay and benefits are to be contingent on the successful and timely passing of a complete and balanced annual budget (not a continuing resolution). If said budget is not passed in a timely manner, the Congress will work together in Washington DC until a budget is agreed upon.
