Stop 911 abuse, intentional and unintentional. Current abandonment laws don't allow Paramedics to deny transport to people who are not in a life threatening emergency. This means that if someone calls 911 for a stubbed toe (Which happens all the time) and someone else drops dead two feet away the Paramedics are not allowed to triage and take the true emergency instead because that would mean they are abandoning the first patient, the stubbed toe.
Make the punishments more strict for intentional 911 abuse such as prank calls, or people who have a history of calling multiple times a day for non-emergency situations.
