This written Doucument is a petition to represent the voices of mentally disabled inmates to be rerouted from state prisons to be released to thier families,relatives,or caregivers, health care proffesionals or facilities in order to best provide the correct approach to educate and rehabilitate that individual in a way they will respond too. In efforrt to achieve the best results of reform that person could excell from, and also to learn life skills. (none of which is available in jail or offered). This petition is for anyone who is classified as having a severe mental disorder. That is inable to understand, or respond as a normal person does to procedures, directions, listening to another person.
