Stop add on issues to legislation that has nothing to do with the Bill or Law being submitted

I am not understanding how it is possible for our elected officals in the House and Senate to be able to add on issues or legislation that does not directly relate to the main purpose of the legisalation that is being presented for review. For example the "The Flood Insurance Bill" how is is even possible for another elected offical to add on the subjects of right to life or when a fetus is to be declared a living being?

I am just an average blue collar worker, and that just makes no sense to me! The bill being presented agrues to help if natural diasters occur and how much federal aid should be implied and the such, but how does a fetus work its way into this bill?

I see alot of these add on agenda's alot; as I read my newspapers and watch the news. How is this possible?
