stop all flights in and out of Africa and quarantine any person who has been there in the last 21 days for 21 days.

Since the President has said the Ebola Crisis is a national security priority and the patient in Texas proves preventative measures have failed, additional measures are necessary. Further flights to Africa must be limited to humanitarian and military and all return flights from Africa even humanitarian and military personal must require all persons to be quarantined for a minimum of 21 days. All commercial flights to and from Africa must cease until the crisis is diminished. In addition, people who have been to Africa within the last 21 days using other connecting flights must also be in quarantine prior to being allowed to travel into the United States, whether or not the person came into direct contact with an infected person, this includes all government personnel.
