Stop all Foreign Aid until a time where we have balanced our budget and don't have american cities declaring bankruptcy

It is utterly irresponsible, and fiscally stupid to provide tens of billions of dollars in foreign aid when we are operating in a budgetary deficit. We need to fix the issues in this country, get to a point where we are no longer creating massive debt for our children and grandchildren and fix our domestic issues before we try to go blundering out into a world that didn't ask for our help and in many cases actively hates the US. There is no reason to borrow money so that we can give it away when we are dealing with cities (Detroit) and states (Mississippi) declaring bankruptcy back home.
