stop all foreign aide and have countries that want aide to fill out an application, that is voted on by the Americans.

All foreign aide is to be stopped to ALL countries, including our allies, by December 2013. Those countries are to fill out an application explaining why they need the funds and how they will pay them back. Those applications will be reviewed and all final applications will be voted on during the voting session by American people, since it is our money that is being given to them. If denied by the American people, the President will have to publically address the nation stating that he will not listen to the American people and give our hard-earned money to people that will not be paying it back. (Also, all applications will have a processing fee paid by that country that is nonrefundable.)
