America has the highest prison rate in the world. Mandatory sentencing for non violent crimes is not the answer. Some Studies have shown, that for every 10% rise in prison populace there is only a 0.5 decline in crime.
This is in an issue that affects all of America, but most importantly Black and Latino communities.
