Stop all production of fuel grade 89, and convert existing stock to 93/87. It will save on oil consumption and lower $.

If oil refineries were to stop making all mid range fuel grades and only make 87 and 92/93, this would help to lower the cost of gasoline. Also all the current stock of mid range grade fuels could be converted to 87 or 92/93. Again saving Americans money at the pump. This also would save the oil refinery companies money as well, it would just create a trickle down effect on cost.
