stop allowing any member of Congress or their aides/staff to be paid until they balance the budget.

If Congress is unable to truly balance the budget and stop playing all of these stopgap games and games of chicken, no member of Congress or their aides/staff should be paid.

Furthermore, all members of Congress should be required to attend classes on remedial budget balancing, and should be prohibited from taking any lobbyist money or hold fundraisers until the budget is complete and signed.
