Stop allowing excess federal revenue from my state to entice potential employers to go elsewhere!

A number of states including NY/NJ/DE provide federal income tax revenue that nearly doubles their anemic federal allocations of funding, while certain other states receive an unfair excess that allows them to maintain comparatively lower state and local tax rates that attract potential employers and allow for a lower cost of living while promoting the opposite in the aforementioned states flipping the bill.

The fix is easy.

1: A budget requirement that states are refunded any amount in federal revenue beyond 133% of the funding that was allocated to them in that given year.
2: A constitutional amendment that enforces a temporary suspension of house representation of two years in any state allocated an average of more than 150% of it’s federal tax revenue in a three year period
