Disallow members of Congress and the House of Representatives to give themselves raises. In order for either to obtain a raise it must be put to a vote and the PEOPLE in the areas that the member represents decide on whether or not they get a raise. The vote must be clear and concise and not be grouped with any other issue on the ballot.
