The electoral system is supposed to allow for people to seek elected office and for voters to make their choices based on who they favor. But certain policies have gotten in the way of this. For many offices states have required candidates to pay filing fees in order to be on the ballot. For some offices these fees can be in the thousands and even tens of thousands of dollars. These fees have the effect of blocking earnest candidates from being on the ballot, and denying options to the voters. It is proposed that congress pass a law prohibiting any fees for filing to gain ballot access.
