Too many times legislators are attaching extremely controversial bills to other larger pieces of legislation (also known as riders). A good example is attaching abortion measures to a motorcycle safety bill (see: http://huff.to/18QB58d).
This completely destroys the possibility for debate and is misconstrued in the guise of great reform. It is also done under secrecy, until the bill passes and it becomes law. Then there is no room until this point to discuss or vote on that particular piece of legislation.
I'm asking the administration to shed a light on this, and pass a law stating that the "rider" must be relevant to the bill it's being attached to.
