Pregnant foreign nationals are allowed to enter the United States in the last days of their third term (or their entire full term) for the sole purpose of giving birth on American soil. This entitles the child to automatically be granted US Citizenship (aka "Anchor Baby").
Often times, these pregnant foreign nationals have no healthcare coverage and rely on public funds to cover their pre-natal, birth, and post-natal care.
Adult "Anchor Babies" are allowed to sponsor other family members for entry into US. Quite often, sponsored family members are elderly with health issues or the youthful who have special needs or require medical attention after a lifetime of neglect. School funding is at stake, too.
