Animal abuse is rampant in America, and since the individual States do little or nothing to pass real laws to punish these abusers, I propose that the Federal Government make Animal Abuse involving serious injury/death a Federal Crime with real consequences. I also propose that a Federal Data Base be created to insure that convicted abusers are never allowed to own or be around animals again. This Data Base could also help in identifying possible Serial Killers since Animal Abuse is one of the trifecta identifying Serial Killers.
