Much like having a driver's license, having a pet is a privilege not a right. In order to truly make an impact on curbing animal abuses, overcrowded shelters, and taking a real stance on unacceptable human behavior towards animals, then we need to address the root cause of these issues in a few different ways. Citizens must show they are deserving of a pet through a simple background check to make sure they do not have a history of a) animal abuse b) violent crimes against humans and c) history of gang ties or 2 or more drug offenses. Secondly, having an animal that isn't spayed or neutered is illegal. Backyard breeding should be illegal unless you are a licensed and certified breeder. This will target the citizens and areas that are most responsible for overcrowding our shelters.
