Stop Animal Abuse in the United States, by passing laws that justify the crime in everyone's eyes.

I am petitioning to consider a change in laws pertaining to animal cruelty in the United States. The laws we have against Animal Cruelty have too many loopholes and Animal Abusers are walking away with a slap on their wrist. If those laws were to change, looking for a few years (over 10) of Probation instead of jail time and restitution fees to an Animal Shelter to pay the cost of at least 3 dogs, cats, horses, etc… depending on what they abused on a monthly basis during their entire Probation Period. This would allow the Judicial System to prosecute without having to make a distinction been a Child Abuser and an Animal Abuser, as one would go to jail and the other face probation and restitution fee to an Animal Shelter and Probationary Department.
