Based on Israel's current and past behavior regarding settlements, there seems to be no incentive for them to actively participate in discussions. The U.S. provides them with billions of dollars in aide each year only for them to remain defiant and counterproductive.
It likely isn't understood by most that Israel gets so much support from the U.S. due to it's proximity to some of it's maligned neighbors and not due to any benefit to the U.S. However, in recent times there has been a shift in the American public's view of this relationship and we see their acts of violence, illegal actions and posturing as something that can no longer be supported.
For too long have we simply said we don't agree with their practices, let's be the change we want to see.
