The U.S. Postal Service is 'not' part of the federal government, and has $150 BILLION dollars in a fund for 'FUTURE" retiree health care and retirement funds that need to be used 'NOW" to offer as incentives to current retirement eligibles; (just like they used our money to bail out the auto industry).
