Stop banks from charging fees to cash checks drawn from one of the bank's own customer's accounts.

I respectfully submit this petition to make it illegal for a financial institution to charge a fee to the presenter for honoring a check, to be drawn against one of the institution's own accounts. To charge a fee for cashing a check drawn from the same bank is hurting people who can afford it the least.
