Have you tried to cash a check at a bank where you don't have an account? It doesn't matter that the check was drawn on the bank by an account holder, the bank will charge you anywhere between $5-$10 for your money.
While it's legal, it's still wrong. Banks claim this fee protects them from fraud. We know it's just another way for banks to make an undeserved profit from non-account-holders, who the bank has no reason to try to please.
A check is a promissory note on a demand account. Why should you have to pay a fee?
Make this illegal, or limit the fee to $1.
