Stop breed restrictions at apartment complexes. Instead, potential tenant must put their dog through a temperament test.

Apartment complexes/communities have been allowed to discriminate against a dog based off of nothing else but its breed. I am here, hoping to change that, give a dog a chance to prove it's not the horribly damned creature you are assuming it to be. All shelters put incoming dogs through a temperament test to see if it is able to be in society/around adults and children, so why can't that work at an apartment complex as well? I'm proposing any potential tenant with a dog, no matter what the breed, has to go through, and pass a temperament test. Then all tenants will know that animal is safe. This will also increase business for the housing properties since many Americans own dogs on the restriction list and therefore do not meet a complex's tenant requirements.
