Stop buying over 1.6 BILLION rds of ammo. That is enough to wage a 10 yr war, and it is not all for training.

The U.S. Government has ordered over 1.6 billion rounds of ammunition for use by the DHS and even the national weather service. That is enough for a 10 year war. Much of this ammo is hollow point, and much more expensive than regular fmj ammo. There is no way it could all be used for training. The U.S. Govt is stockpiling ammo at taxpayer expense. We would like a explanation for this, a complete explanation has not been given. Speculations abound. Is the Govt preparing for a civil war? Is the Govt trying to create a artificial shortage, and thereby inhibit citizens access to ammo for self defense, and shooting sports? Many calibers being stockpiled by the Govt could not be used in war, and hollow point ammo is against the geneva convention. Stop stockpiling. Please explain why it is needed
