The ACA was passed by Congress and should be treated as a concrete law. It should not be changed on a whim for political reasons. If the law hurts reelection chances then the law should not have been passed in the first place. Using executive orders or declarations to change a law that was passed by Congress undermines the foundation of the three separate powers system that has defined our country. Stop changing the Affordable Care Act. Implement it as it was passed and accept the political consequences (good or bad), or do not implement it at all.
