In the interest of protecting the environment and our freedom as citizens, the E.P.A. should allow tailpipe testing of emissions for all cars when OBD systems indicate minor irregularities. Many of these irregularities are temporary and may affect emissions on the order of 0.001% or less. The burden of the OBD regulations falls primarily on the poor and actually increases pollution by providing incentive to keep older, non OBD cars on the road. If the purpose is to reduce emissions, then we should be allowed to check the emissions.
