On November 19, 1997, the President signed into law (P.L. 105-89) the Adoption and Safe Families Act of 1997, to improve the safety of children, promote adoption and other permanent homes for children who need them, and support families.This law has been used by the system for profit instead of what it should be used for. innocent families, including my own have there parental rights terminated and children get adopted. states earn $4,000 for each child that is adopted from foster care and an additional $2,000 for each special needs child. These payments are capped at $20,000,000 per state, which equals 5,000 adoptions. workers get bonuses for each child adopted, giving them reason to manipulate evidence to work in there favor.
