Stop Congress from being able to vote themselves pay raises in the years they do not pass a Federal Budget.

One of Congress' responsibilities is to manage the Federal Budget. They should not be able to vote themselves pay raises, nor should they be able to obtain pay raises of any kind in the years they do not pass a fiscally responsible budet.
