Congressional Reform Act of 2013- Congress shall pass no law to govern American citizens that does not equally apply to them. Congress shall pass no law to regulate their pay, healthcare, pension or any other perk that does not equally apply to the American citizens. Congress will use the same healthcare, pension and social security system that is used by American citizens.
