Stop congressional pa when no agreement is reached, NOT soldiers pay, Medicare, SS, etc using Excutive Order (if needed)

The president is always saying that military checks, social security checks, Medicare cuts, etc will stop if the ceiling isn't raised, or if there is a fiscal cliff. Why not cut the pay of him, his staff, or Congress's pay? I say lets hold the checks of the House and Senate, and the president's staff as well as his own pay. Let's get this to his desk so we won't have this problem anymore. Please think of our armed forces as they protect us and give their life so we can keep our freedom.
