The Tenth Amendment to the Constitution states, "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." This means that the federal government should not be allowed to do anything outside of what is specifically authorized by the Constitution. Congress's powers are listed in Article 1, Section 8. In order to return to Constitutional government, Congress should 1) stop creating laws they are not authorized to make and 2) begin to repeal laws that they did not have the power to create in the first place.
