stop creditors from using "machines" to leave collection messages, effectively preventing one from asking that they stop

The automated calls/messages that many creditors use during their collection practices, do not allow an option to speak to a live-person, making it very difficult to stop continued multiple calls, which result in harassment and chronic disruption of one's life (several calls a day/week/month).

I propose,
1. A creditor's collection call MUST allow recipient to speak to a live-person (at the time of call).
2. Demands by customer to stop calling be honored universally, ie., transferring the original debt to a new affiliate or company/debt collector(s).
3. Limits the number of collection calls made to 1 a month (just like a billing cycle typically is).
4. Provide a phone number and/or mailing address that instructs the recipient on how to request in writing the ceasing of collection calls
