Stop DA prosecutors from charging people with crimes after the statute of limitations has run out with "partial" DNA

People are being charged with crimes even after the statute of limitations has run out. This should not be allowed it is a violation of civil rights even those who have only a partial DNA in such crimes as a burglary and the statute of limitations has run out are having their rights violated my husband was forced to take a plea by the DA or spend the rest of his life in prison how is this allowed? But,for all those being wrongfully forced to take pleas and then charged with another crime in which the statute of limitations has run out.
