stop the Department of Motor Vehicles from making it impossible to clear your license for out of state infractions

The state of Illinois is blocking my license renewal in North Carolina for a 25 year old ticket that I recieved in North Carolina with an Illinois license. I took care of the ticket and recieved a North Carolina license, I payed both states for the infraction but due to the age of the infraction I can not prove it. Due to the patriot act all DMV records are conjoined and I have no recourse in North Carolina. Illinois is holding my drivers license hostage and I cannot live up to my potential without paying them an exorbitant price. I am forced into a minimum wage job without a valid drivers license and with a $20,000 student loan. Help me stop unscrupulous state government agencies from taking advantage of poor citizens.
