Stop discrimination of felonies when getting a job and base the hiring on the circumstance and degree of crime. Obviously do not let a sex offender work at a school but working at most jobs there are no children. Someone shop lifts beer while drunk but can't work because it was a felony.
This would lower prison incarceration rates for people who have given up and started having to steal, sell drugs or commit any crime just to get by in life. This would help lower crime overall since most crimes are repeat offenses and prisons have a 60 percent return rate, they have no legal ways of making money.
Example: Someone gets a felony at age 21 for eluding in a Honda civic but now he can't work at 99 percent of places because they screen out or have an opinion about felonies that's unrealistic.
