Stop Dog Theft;Make Thieves Accountable1.Legally define Dog thieves as perpetrators of cruelty to animals punishable under the Curelty to Animals Act as FELONS. Alleged dog thieves with good cause are to be investigated by law enforcement,& when applicable arrested, charged &prosecuted accordingly.2.Those housing stolen dogs for the purpose of hiding/concealing them are punishable as FELONS receiving stolen property, &/or in possession of stolen property.3.Those convicted under paragraphs 1&2 shall be liable for all Court costs &any &all fees incurred to retrieve stolen dogs to rightful owners.4.Any law enforcement agency shall be granted Search Warrants to investigate dog theft/stolen dog possession. 5.Rightful dog owners have the right to seek civil remedies for pain & suffering.
