Each year, H1-B petitions for skilled workers are increasing in great numbers. Lottery is unavoidable. USCIS must enforce a rule that if an applicant is found submitting more than one petition to increase his chance for getting selected in the lottery process that individual forgives his fair chance of review and eventual approval of the petition.
