The DVA Hospitals, at least in Washington DC, are discharging homeless veterans, who have recently undergone knee and hip replacements, to outpatient physical therapy, virtually making it impossible for them to fully recover because they either do not have the necessary funds to get to the hospital regularly, or at all. This is a waste of government funds, not to mention the inhumanity of it all
