We the people ask the federal government to Change an existing Administration policy:

Stop Emergency Management Assistance Compact funds from being used against the peaceful protestors at standing rock.

The Governor of North Dakota has declared an improper emergency allowing him to access Federal resources, via the Emergency Management Assistance Compact. He is using these intrastate resources against peaceful protestors who are engaged in a civil dispute. By doing so he is escalating the protests to the state of emergency.

No Federal funds should be used against declared peaceful protestors when the result could escalate a stable matter into an emergency. We call upon the President to protect the safety and 1st Amendment rights of these protestors to peacefully congregate by withdrawing the Governor's access to the EMAC funds until a true emergency declaration is warranted.
