Government policy is heavily influenced by donations from large corporations. Quotas for H1B approvals are a great example. In this case, many more US citizens are negatively impacted than benefit. For the last several years, the main use of the H1B system has been to suppress the wages of the skilled US workforce. This leads to a reduced incentive for students to pursue science and math. It also leads to a degradation of economic power of the U.S. in the long term. The stated goal of the H1B program is to allow corporations to fill positions with non-citizen talent when domestic talent is not available. The perversion of the current H1B system can be fixed by setting minimum salaries of H1B jobs to be above the 80th percentile of the salaries paid for the position industrywide.
