The Federal Communications Commission (or FCC) has had the right to censor content since 1934, The main reason is that some content may hurt our youth. This petition is to stop the the FCC from censoring words only, not nudity. This is due to the fact that there is very little research on if "dirty" language effects children in a negative manor.
The first amendment does not cover obscene speech, however the supreme court does not define obscenity, therefore it is void by vagueness.
Lastly, there are very few complaints to the FCC regarding content outside of the Parent Television Council which is responsible for over 99% of all complaints, therefore the FCC is only catering to special interest and moral groups which do not represent the majority of Americans.
