Money isn't yours (The Governments), it is ours, the citizens who ALLOW you to use it!
The money of our citizens should be used to help our own citizens, as we are the ones that pay the tax dollars used for foreign aid! Foreign countries have their own governments and taxes. If they cant handle their own infrastructure, TOO BAD! We, the American public, should NOT be giving hand outs, i.e. "buying friends".
Use this money instead to buy metal detectors attached to an inner/outer door combination for schools, etc. Like an entrance "box" that some banks use. When the metal detector trips, the magnetically locked doors can not be breached, thus, negating an intruders attempts. Use some of the money to also hire armed ex-military for inside the schools to protect as second protection layer
