Since 2012 many foreign non-immigrant pregnant woman has been travel to United State with a travel visa in order to have babies here in United State. On the other hand, there are unorganized so-called "Agency"(or AKA After Birth Center) who charge the foreign pregnant woman for a sizable amount of money and take care of the pregnant woman within the period of pregnancy. They will help the pregnant woman to get Medical or other benefit for low income family. Most of the pregnant woman are coming from Mainland China, so their children can have American citizenship. After the birth they will take their newly born child back to their country. Right now in 2014 mainly in Chinese community of Southern California there are thousands of them still living in United State and more are coming
