stop frivolous arrests and charges by police in America and specifically in the state of California.

My petition is to stop police from arresting and charging people with frivolous charges. This is not only concerning the state of California but all of America. The police are abusing their powers. I just watched a video on Facebook from a guys helmetcam on his motorcycle. The police pulled him over. He had no warrants or anything. The only crime that he was comitting was that his shirt tail was covering the license plate on his motorcycle. The guy was very pleasant with the police and was not being abusive in any way. The police pulled him off of his motorcycle and threw him on the ground. They then slapped the handcuffs on him and threw him in the police car. I have had similiar experiences to this myself. The police then convince the DA to charge them. The police need to be controlled!
