stop funding the Members of Congress if they refuse to pass Appropriation Bills. And White House if no Budget on time.

As it has been Four years since the US Senate has passed a Budget, leading to the Sequester;

And as the current White House has been late with the Budget of FY2014;

Any Member of Congress or White House Staffer who fails to perform his or her duties in making sure programs are fully funded at the Appropriate time via the Budget Process, deserves not to be paid until their job is done in full.

This petition is enacted before the start of FY2014.
